Protecting Travel Reviews, Listings, & Consumer Trust
Section 230 Enables Safe, Transparent, and Competitive Travel Platforms
Policymakers have begun to consider a major overhaul to Section 230. However, broad reforms could seriously diminish traveler experiences and safety. To protect consumers using online travel platforms, changes to liability protections should be targeted and context-sensitive, addressing concerns only where there is a demonstrated risk of harm.

“The integrity of reviews is essential to maintain the trust and confidence of customers as they plan their travel near and far.”
—Laura Chadwick, President & CEO, Travel Tech Association
Why It Matters
First-hand, timely reviews, listings, and photos are core features that help consumers compare services based on value, quality, safety, and reputation. These tools not only build trust, they drive market competition and provide travelers with greater control and choice.
Section 230 enables platforms to:
- Detect and remove fake listings, misleading reviews, and content that could expose travelers to fraud and physical risk
- Display real-time user-generated content – including reviews, ratings, and photos – without facing liability for what others post in good faith
- Ban or block users who engage in harassment, scams, or behavior that compromises travelers’ safety
Consumers Rely on This Content
Data shows that:
- 90% of travelers are influenced by online reviews before booking
- 95% read reviews during the planning process
- 80% spend up to four weeks researching travel options
- 77% of travelers believe that a mix of lodging options benefits local economies
Travel Tech members helped pioneer the use of user-generated content in the early 2000s, revolutionizing how travelers plan trips and explore the world. The ability to offer trusted, community-driven insights without legal exposure has allowed the industry to grow, innovate, and deliver better experiences to consumers.
However, the broad reforms to Section 230 now being considered in Congress risk undermining this foundation. While targeted changes to address demonstrable harm may be appropriate, sweeping liability reforms could discourage moderation, limit the availability of reviews, and reduce platform safety for travelers both online and offline.
Our Advocacy
Travel Tech has repeatedly supported consumer trust and content integrity through:
- Proactive investment in moderation systems (automated and manual)
- Alignment with FTC’s Endorsement Guides
- Engagement with policymakers and regulators to preserve responsible content protections
In January 2023, Travel Tech submitted comments to the Federal Trade Commission (FTC) in response to its Advance Notice of Proposed Rulemaking (“ANPR”) on deceptive or unfair uses of reviews and endorsements.
In June 2023, Travel Tech responded to the FTC’s proposed rule banning fake reviews and testimonials.
We will continue defending Section 230 protections that allow platforms to support safe, informed, and transparent travel experiences.
